the #### thing looks like a marker for a text swap. so, when they load the page, it’s suppose to be in English, and the server should replace it with requested language. so, you have the same page for people who ask for Aramaic, Polonaise or Klingon will get the same page. you should not see the ####.
problem here, i think, is that the dummy who translated the page to Hebrew probably did not know that, and thought this is an emphasis, like LANGUAGE or language!!!!!!!!!!!!, so he translated it too, making the whole mechanism break.
